We would again urge most strongly upon the Board of Trade that something should be done to put an end to this state of affairs which is very unfair to the British Officer under existing conditions especially.
The Management Committee of the Guild feel that there cannot be any excuse for certificates being issued to foreigners under any circumstances in view of the existing distress amongst Merchant Servios Captains and Officers arising out of the long period that they have been unemployed. We should feel greatly obliged if the Board could favour us with returns showing the actual number of certificates issued in Hong Kong to Foreigners since the Armistice, and especially during the year 1921.
